The General Rule

In Florida, distinct rules separate "camping" from "living" in an RV. Generally, permanent habitation in an RV on vacant land is prohibited unless the property is a designated campground or RV park.

The Construction Exception

Most counties (including Putnam) allow you to live in your RV temporarily while you are building a home. This typically requires an active building permit and is valid for 6-12 months.

Utilities Are Key

Even for short-term camping, counties often require proper waste disposal. Dumping "grey water" or "black water" on the ground is illegal statewide.

Camping Rules

Permitted: You can camp on your land for up to 14 days within any 45-day period without a permit.

Longer Stays: For stays up to 120 days per year, you can apply for a "Seasonal Permit" (requires water/septic/electric plan).

Living Rules

Allowed only during construction of a primary residence with an active building permit. Valid for 12 months (renewable once).

Bay County

  • Generally prohibited outside RV parks.
  • 14-day emergency permit available in extraordinary circumstances.

Calhoun County

  • Living allowed on owned property with restrictions.
  • Requires separate well and septic.
  • Must follow density and floodplain rules.

Clay County

  • No permanent living allowed.
  • Temporary residency permitted only during active home construction.

Franklin County

  • Camping allowed for up to 14 days (self-contained vehicles only).
  • No permanent connections to utilities permitted.
